Pennsylvania Unified Certification Program (PA UCP)

The Pennsylvania Unified Certification Program (PA UCP) is designed as "one-stop shopping" for firms seeking certification as a Disadvantaged Business Enterprise (DBE) and as an Airport Concession Disadvantaged Business Enterprise (ACDBE). The PA UCP is established in accordance with 49 CFR Part 26 and 49 CFR Part 23.

Do You Qualify?

The PA UCP makes all certification decisions on behalf of all agencies and organizations in the Commonwealth with respect to participation in the DBE and ACDBE programs.

Our Role

We are a certifying participant in the PA UCP. PA UCP-certified DBEs can be found through the Pennsylvania Unified Certification Program (PA UCP) website. Other certifications, such as through the State of Pennsylvania Department of General Services, may be accepted on a case-by-case basis.

Certification is free. There is no fee for applying for certification as a DBE with the county.

Certification counseling sessions are provided by the Allegheny County Department of Equity and Inclusion to assist you in obtaining certification. See the Certification Counseling section below.
